Appeals


Under Republic Act (RA) No. 10931, otherwise known as the Universal Access to Quality Tertiary Education Act, Filipino students with no previous undergraduate degree are entitled to free tuition and other school fees in state universities and colleges, local universities and colleges, and state-run technical-vocational institutions for the duration of the prescribed number of years in the program plus one year. For qualified AA (Music) students, the coverage is three (3) years or six (semesters) and three (3) midyear terms, while for qualified BM students, the coverage is five (5) years or ten (10) semesters and five (5 midyear terms). For transfer students, the years covered while they were in their former state/local university/college or state-run technical-vocational institution will be deducted from their allowed coverage here at UPD. Extension of free tuition for one (1) semester is allowed if the student’s appeal is endorsed by the CMu committee and approved by the Office of the Chancellor. However, please note that, in consideration of the limited resources of both the university and the country, students are enjoined to follow their program of study to avoid delay in their graduation.

  Qualification The student must be qualified for Free Tuition in the immediately preceding semester and must have a valid reason for the delay in his/her graduation.
Processing period Two to four (2 to 4) weeks before the registration period

Requirements
  • Letter of appeal - The letter should briefly explain why the student was not able to graduate within the time when he/she was still covered by Free Tuition. The letter must be addressed to the chancellor and endorsed by the Student’s Adviser.

      Procedure During the registration period

    • The student fills out and submits the CMu Student Appeal Form.
    • OCS evaluates the student’s records.
    • OCS forwards the student’s appeal and the evaluation of the student’s records to the CMu Tuition Appeal Committee.
    • The Tuition Appeal Committee reviews the student’s appeal and OCS evaluation of the student’s records. The committee members vote whether or not to endorse the appeal to the Office of the Chancellor (OC).
    • If the student’s appeal is not endorsed, OCS informs the student immediately. If the appeal is endorsed, OCS forwards the appeal to OC.
    • OC acts on the student’s appeal and informs the College accordingly.
    • OCS updates the student’s scholarship assignment tag in CRS.
    • OCS informs the student of OC’s decision.
    • If the student’s appeal has been approved, he/she requests untagging of any Tuition Fee Discounts at the Office of Scholarships and Grants.

    Note: Late payment of registration fees is STRONGLY DISCOURAGED. If his/her funds for registration fees are insufficient or delayed, the student may opt to apply for student loan instead. This may be done through the Tuition Loan module of CRS. Alternatively, the Student might also want to apply for financial aid through the Student Learning Assistance System (SLAS) SLAS Online.

    Procedure
    1. The student submits the letter of appeal to OCS in hard copy at Counter B/C or as an email attachment to musicocs.upd@up.edu.ph for the college secretary’s endorsement.
    2. The college secretary endorses the letter.
    3. OCS returns the letter to the student.
    4. The student submits the letter in hard copy to the Office of the Chancellor (OC).
    5. OC acts on the student’s appeal.
    6. The student pays his/her registration fees at the UP Diliman Cash Office.
    7. The student checks the status of his/her payment in CRS.
